As far as I can see, and I'm not in the best position to know what is going on over this, what the governemnt is doing is holding a "farewell to the body" ceremony, which is a fancy name for a funeral, but it won't be a state funeral, and the Chinese flag won't be flown at half mast as would be done with a formal state event.
Zhao is basicly being burried quietly and without official recognition. Yes officials recognize that he is dead and will attend, but they won't attend 'in the name of China'.
I bet that this event, and Zhao's life, won't be a big part of politics classes for a good long time. China won't be able to see Xhao in a clear light until well after the genration of leaders surrounding his are dead.
